UACRR and EU representatives discussed collective management reform
Among the big amount of roundtables and conferences in which UACRR specialists participated during last week, the «EU – UA IPR Dialogue» was as one of the most important. This roundtable was dedicated to reforming of Ukrainian intellectual property sphere and assembled the representatives of Ministry of Economic Development and Trade (MEDT), EU countries’ ambassadors, managers of domestic media groups and IPR experts.
The day before dialogue Mr.Bohdan Paduchak, deputy director of MEDT IP department, being as the contributor of the big IP Forum held in Kyiv said: “The chaos in IP realm of Ukraine still doesn’t allow us to invite an investments from EU and USA. But today with a help of WIPO, CISAC, IFPI, ICMP we got the draft law which would protect the domestic creators. It will be introduced in Verkhovna Rada soon”.
The foregoing draft law was also discussed at «EU – UA IPR Dialogue» among the other questions. Here Bohdan Paduchak mentioned the conceptual issues of the draft law, which would be presented to the wide auditory in one week. European delegates completely approved the amendments offered for the law “On copyright and related rights”. Moreover, after the deadline of introducing the draft law in Verkhovna Rada was announced (approximately in September) European ambassadors insisted that the draft law should be introduced much earlier.
Another important question, discussed during the dialogue, was the creation of the regulatory provisions to prevent copyright infringement. As it was admitted by EU and Ukraine representatives, today the government doesn’t have enough authority to stop breaking of copyright law. Therefore the EU ambassadors guaranteed to provide their full support to MEDT in implementing a new draft law which would establish order in the copyright sphere of Ukraine.
